COVID 19 

Sithney Parish Council is not operating under normal circumstances, due to Government advice no Parish council meetings are currently being held in person.

Therefore the council has had to pass a resolution for delegated power decision making. It is a statutory requirement that a register is kept for every decision authorised by the Clerk under the Emergency Delegation and that it is updated regularly on the website. The following are decisions that have been taken by the Clerk as Proper Officer of the council under the Emergency Scheme of Delegation as a result of the Coronavirus Bill 2020 and associated Government Restrictions.

No No PA20/01659 High Barn Gwavas Hill Lowertown – Erection of a two storey extension within the current footprint of the building to house an upstairs kitchen and new entrance hall and utility room downstairs. Sithney Parish Council supports the proposed extension as it is felt that it is modest and fits within the current footprint and should not impact on the amenity of neighbouring properties.

Sithney Parish Council Objects to the application in that SPC question the “rounding off” of the settlement and feel that it would be of little value to the parish.

No No PA20/01885 – Former Tennis Courts – Reserved matters application for the construction of 2 dwellings and garages (PA17/00260) former tennis courts Crowntown. Sithney Parish Council supports the application as it is felt that the design and access statement appears to broadly follow the comments on the original planning approval and it is also felt that the dwellings would fit in with existing building within the area.

No No PA20/01335 Crown Inn Crowntown – Change of use from A4 (public house / guest house) to C1 (guest house). Sithney Parish Council supports the application as the continued use of the building as a public house appears to be unviable and the attempt to sell was unsuccessful, therefore the proposal would appear to be a reasonable alternative.

28.04.2020 SPC/014 Clerk in consultation with Chairman Cllr P Martin and all other Cllrs by email. No No PA20/01947 – Merther Farm Merther Lane Sithney TR13 0RP – Extension to agricultural shed. Sithney Parish Council did have some concern as to the fact that the building
will double in size. However, it also noted that it is being added to an existing building, will be for the storage of agricultural machinery and that the nearest dwelling is Merther Farm itself. Sithney Parish Council therefore RESOLVED to support the application, 6 Cllrs in Favour, 1 Abstained from Voting.
28.04.2020 SPC/015 Clerk in consultation with Chairman Cllr P Martin and all other Cllrs by email. No No PA20/02591 – Land Adj To Cudna Barn Cudna Lane Crowntown TR13 0AD – Construction of four dwellings (full application following outline approval decision PA16/08395) (Decision PA18/00344) with variation of condition 2. Sithney Parish council noted that the site plan was to be altered in order to add the garage to unit 4, but felt the amendments sought to the previous full planning approval were not significant and so RESOLVED that Sithney Parish
Council supports the application, 4 Cllrs Supported, 3 abstained.
28.04.2020 SPC/016 Clerk in consultation with Chairman Cllr P Martin and all other Cllrs by email. No No PA20/01885 – Former Tennis Courts Crowntown Helston Cornwall TR13 0AD – Reserved Matters application for the construction of two dwellings and garages (PA17/00260). The planning officer has confirmed that the changes to the planning application are relatively minor. Sithney Parish Council therefore RESOLVED to Support this application, 4 Cllrs Supported and 3 Abstained from voting.

NEWS ON HOW THE COUNCIL IS PLANNING TO DO ITS BUSINESS VIRTUALLY

As you all know, we are in strange times and one implication of the current crisis is that Sithney PC hasn’t been meeting.

But that’s about to change…

We have been waiting for guidance on how we might meet remotely and ensure  – members of the public can have full access. We are hoping that we will be able to hold our expected meeting of the 2nd of June online. We are trialling formats that work for our needs and we’ll let you know how you can ‘attend’ the meeting from wherever you are.

Helston community hospital returns to its community hospital role

Helston Community Hospital which, early this month became Cornwall’s COVID-19 Palliation Unit has returned to its traditional community hospital role. Its 20 beds will treat patients from across the community who will benefit from the hospital’s services. This will include patients who are COVID-19 positive.

At the moment, the hospital’s Minor Injuries Unit will remain closed. People who need treatment for a minor injury should visit Camborne Redruth Community Hospital which is open from 8am to 10pm or Falmouth Community Hospital which is open from 8am to 8pm.

Dear Clerk,

After declaring a climate emergency earlier this year we are now working on a plan for how to help Cornwall become carbon neutral by 2030.

Our councillors recently shared their first plans at an extraordinary meeting (item NSC/80) to achieve the target for Cornwall to become carbon neutral by 2030 and recommended asking residents for their views on the Council’s ideas.

We would like to know what people’s priorities for tackling climate change are, what they think about our proposals and how they’d like to get involved.

Please help us to raise awareness of this important issue by sharing this email and directing people to our website and online survey.

SECTION 137 GRANT

Sithney Parish Council is empowered under Section 137 of the Local Government Act 1972 to incur expenditure which in the opinion of the Council is in the interests of the parish, or any part of it, or is in the interest or all or some of its inhabitants. Each group may only make one application in a financial year. The Policy can be found under Procedures in the main menu.
